You're working on the assumptions that a) it will be full of bugs and b) Bethesda haven't either already delayed it (before it was announced in December 2010) or learned from previous games and allowed extra time for testing.
It probably will have some bugs upon release - what game doesn't? Especially a large RPG, plus it's got a brand new game engine, which opens up whole new possibilities for bugs. But let's be optimistic and not assume that it will be totally full of bugs, that Bethesda will deliver a rather well polished game in November and that any bugs that are present will be swiftly dealt with.
