I fail to see the problem in this.
Given that the game's mechanics are such that, if the difference in level between two pokemon is significant enough, a player acting at random will still be able to win 100 percent of the time, I'd say it isn't at all strange that you would remove this from the equation altogether. Furthermore, given that Pokemon play, as far as I understand it, revolves around building a team that maximizes strengths and minimizes flaws (or anything in between), it would seem that a key component to being successful at the game in a competitive sense is to have access to as many pokemon as possible. If we consider this in conjunction with the first point, it seems natural that any competitive player would thus want access to every pokemon at the level cap. If the only way to get to the level cap is through the act of grinding (something that, for a single pokemon, might take tens of hours to complete), the achievement would thus go not to the person with the most clever team selection and skill/item usage but rather to the person who simply spent more time playing the game.
Thus the game would reward dedication to play, even
bad play rather than sound strategy (team selection) and tactics (item/move usage).
