I have up to The Burning Crusade, but I never picked up Wrath of the Lich King because by then I had lost interest in WoW, but Cataclysm may make me come back, and if so, will I need to have WOTLK in order to install Cataclysm?

Yea.

Simplest way to tell: The "level cap" is being raised to 85 from 80. To get from 70 to 80, you need the Northrend content, I.E WotLK.

Bah, apparently I misread the OP. Or my mind.

Sorry, let me redo it:

I doubt you need it, but it'll be good if you have it. Leveling might be a ***** otherwise.

But since Cataclysm changes so much, I don't know if WOTLK will stay the same

Seeing as how Wrath only added Northrend and raised the level cap to 80, the only thing you won't be able to do is create a Death Knight. I feel that you may have to purchase Wrath of the Lich King though, to get the full experience.

Will I need the expansion to be able to experience the Cataclysm changes?

When the Cataclysm occurs, it will occur for all players, whether they have purchased the expansion or not--you will no longer be able to play in the original version of Kalimdor or the Eastern Kingdoms. However, certain features such as the new zones, new races, and new level cap will only be accessible to players who purchase the expansion.

Probably not as (I think) only Kalimdor and the Eastern Kingdoms are affected.

However, do correct me if I'm wrong.

Considering that Cataclysm will be just updating Vanilla WoW, probably not, but I would suggest getting it as Northrend is probably one of the only ways you'll be able to continue past 70.

You'd think that they would just release a package with all of the expansions, like an updated battle chest. It would be a lot easier.
