Will cities in Skyrim be part of the overworld or will they be enclosed zones?

I'm sure there will be an Open Cities mod in due course.

It's a Bethesda game, after all. They release a working build and leave it to the fans to finish it.

It would be so great if they were part of the world, but unfortunately, that probably won't happen.
I really should get around to getting a good computer so I can use these mods rather than missing out on some of the best content by using a console.

Who knows, the morrowind approach was far better, but with modern graphics and such it seems that such an approach would be a lot harder, and what if a dragon were to follow yah back to town ;)

Its not just modern graphics, its also that if Oblivion is any marker Bethesda is very bad at intelligent optimization. I'm not just wheeling out the poorly optimized code theory that often comes up but rather talking about some of the graphics choices. Probably the best example of this is the grass in Oblivion, those tiny little blades of grass are something like 20 polygons, there is a reason that on release the ground clutter radius was a bigger performance hit than heavy AA.

Oblivion got a pass for it because at the time it was pretty much the best graphics around however now placing it next to things like Crysis its unlikely to get as much charity.

Well, I won't try to divine how much it would actually cost to change it for PC, but honestly you gotta weigh the benefit of not having to spend the money to do it vs. the cost of making your consumer unhappy.

Not to mention they could always just charge slightly more for the PC version of the game.
You speak as if this was a consumer wide complaint of the first game, it wasn't, and though I accept that a good few people were mildy disappointed to the point of modding it it in. Its not worth the time and effort of bethesda to please such small section of the fanbace, nor is it worth upping the cost of the PC version

You can easily wait for the inevitable mod that comes out for it. This is a Bethesda game, after all

I know, I just would prefer that PC had that option without needing to resort to mods. Not every player is mod savy.

Of course, that's assuming Bethesda themselves wouldn't screw it up. God knows they're not exactly above screwing the pooch on their own handiwork >.>

Charging more for the PC version would counter any consumer happiness that would be provided by making the cities part of the overworld.

What did it take a week last time for someone to script much better weather? A month for other composers to create extra symphonic background music files for the game? A year for people to make werewolves that look like and act like an art and programing team should have been paid to add them to the game? How about the fan fiction mod that adds fan fiction as extra books to find in game? I think Bethesda is the holy grail for modders.

Edit: Other huge mods I remember some to the game.

Insects- added bugs in the air and grass
Disco party- Turned the whole game into a disco
harvest- you could tell when a plant was harvested
