Corporations and the US Government. Those make horrible villains. 99% of the time their rationales for villainy make absolutely no sense...like Umbrella Corp.

Yeah, I'm going with Yevon from FFX, not only was that whole 'plot twist' a bit weird, but for the love of god, it was literally impossible to lose against him! BossFAIL.

The closest thing we got to foreshadowing his villainy is "Shepard doesn't believe in danger close." Oooh, really impressive [/sarcasm].

How about the black knight in Ultima: runes of virtue 2? He spends the game kidnapping the mayors of the various towns and hiding them at the bottom of dungeons filled with really obnoxious puzzles. I still haven't figured out what, if anything, he was trying to accomplish.

no offense, but dont take it so personally. everyone has played the bad guy at some point or another, due to history/government stance/leaders/revolutions/etc...

in the end, the american corporation halbech (basically being ok'd by the u.s. government to do what they want) were the real bad guys controlling alot of the other bad guys around the world. a small generalization but the main jist of the game.

The Emporer from Panzer Dragoon Saga comes to mind. He's pointlessly evil and a complete idiot. His goal is to harness the power of an ancient tower so that he can take over the world even though he's the leader of a massive empire that has already taken over the world. The guy is pretty much Emporer Palpatine after getting hit in the head a few thousand times.
