I like to call it a parody of corporate motives in general. Money money money, die. Fun life.

Anyways, it's obvious why they'd be used: according to popular opinion no one likes corporations or the US government, though I hardly ever see the US government get used, perhaps a subordinate in the US government.

Organization XIII in Kingdom Hearts 2. Dumbest bunch of bad guys I've ever seen. They didn't accomplish anything, they're completely non-threatening, they don't HAVE any sense of "organization" about them, their plots don't make sense, Xemnas is a worse evil mastermind than Pete and Dr. Robotnik from The Adventures of Sonic the Hedgehog COMBINED, and they make shortsighted and flat-out STUPID decisions after having watched Sora and Riku blow away half their numbers as well as Ansem in the previous games. Yes, Saix, take Sora's girlfriend prisoner so that he now has a reason to go straight to your doorstep and whoop your prissy blue-haired ass. Yes, go ahead and TELL HIM that what you want him to do is kill more Heartless--which is EXACTLY WHAT HE WOULD HAVE BEEN DOING IF YOU HAD NEVER BOTHERED HIM.

not really, Shepherd was fighting to start a legitimate war to avenge the deaths of his men in the nuke in CoD4. he got tired of sanctions and red tape. he wanted a real war so he could bring the fight to his enemies.

and wasn't makarov a merc?

Fontaine always bugged me as a villain. Not because his plan sucked - and it did, Dick Dastardly levels of sucky - I mean, he'd already won. No, the reason he bugged me, was that his ultimate plan to kill you was...

Most of my choices have been said.

Yu Yevon, FFX, was pretty pointless. Also the fact that it was impossible to die when fighting him.
Necron from FFIX. Not mentioned at all, then suddenly "oh hey I hate everything etc". Then again, there are a lot of enemies on Final Fantasy, and I am sure other JRPGs that are similar. You just happen to be in the wrong place at the wrong time when they pass by.
Shepard, MW2. I've tried to work out why he did it...something about being pissed off at the nuke in MW1 (poor Jackson) but it kind of got a bit extreme.
Both Team Aqua and Magma were ridiculous from the Gen 3 Pokemon games. I mean, Rockets were the original - they wanted money. Galactic wanted to do something with time and space, but they were also quite evil. In fact, both Rocket and Galactic actually injured Pokemon. Aqua and Magma were just awful, and their goals were ridiculous. Also, depending on if you got Ruby or Sapphire, one of them was good so...yeah (whereas on Emerald both are 'evil' but still both suck...oh, and they reform at the end. Good for them).

If we are talking movies, how about the general from Avatar? HE was a dick for the sake of being a dick.

Games, I'm going with anyone who wants to take over the world. Mainly Eggman from Sonic. He's a fat, stupid, annoying loser with NO motive.

Also, I would saw Bowser, but that is a bit cliche, no?

try lucien from fable 2, he had a decent backstory, het lived his life trying to change bowerstone for the better, then his kindness was rewarded by the death of his family. crazed by the death he studied for a way to bring them back, only to find that he had to put many people into slave labor. at the very end his plan gets ruined and he doesnt not even put up a fucking fight... u just shoot him of a pillar (or if you are listening to his final speech some1 else shoots him for you and you just end up feeling stabbed in the back because your moment was stolen from you)

the final bosses from fallout 3 and fable 2 so easy =)
doesn't count i know but any opposing player on a killstreak/teammate who teammkills in an fps count as a villian to me mainly because it's soo gratifying when they die.
aslo utlimecia from ff8 the story goes bananas around the time she shows and it ruined the game for me

They're Saturday Morning Cartoon villains, what'd you expect? Not only are they Saturday Morning Cartoon villains, but they're Saturday Morning Cartoon villains in games primarily targeted at children under 10.
actually the pokemon games (with exception of ruby/sapphire which pretty much suck) are awesome and can be played by any1 without shame. the anime however is for kids below the age of 10

They can be, yes, but they are still primarily marketed for children under 10. Which is why if you're going to enjoy them you have to forgive some rather bizarre leaps of logic.

I got another two:
One: Dr. Wily.
He's lost ten times in a row, and while he makes some awesome robots, there are some that are just a little... special.

Two: Almost any villian whose sole point of existing is "I'm just like you, with all your powers, but I'm evil." If they are a fully developed character who has the guy's powers, that's fine. I mean characters who are in that profile just for the sake of having an evil counterpart.
