Boomerang. You might remember him from the Ultimate Spider-Man game, where he appeared as a random encounter, robbing stores. He threw boomerangs to stop you.

The villian from he Mega-Man games. He created 8 killer robots to kill Mega Man like a dozen times! If it didn't work the first time, what makes you think it'll the next fifty times?
Or perhaps Wil-E-Coyote. He couldn't catch a damn bird. He had bombs, giant slingshots, rockets, anvils... And he was beat every single time by a GODDAMN BIRD!

Damodar from Dungeons & Dragons: Wrath of the Dragon God. Ok, he had a cool plan but...by god did he suck balls. He got his ass kicked pretty much the two times the heroes were on set, and the Lich was arguably the better villain. Hell, he even bails out on Damodar near the end..and when that happens, you know a villain sucks.

I was told he is still sore at Superman for making him bald. I can't say if that's really true, but if it is... it's a really shitty motive so I'd have to still say Luthor is a shitty villain..

OT: Aside from that, I'd say my Worst Villain award would go to General Grievous of Star Wars III. Why? Because he was so amazing and hyped up in the animated clone-wars series but died like a ***** in episode III. What's worse is the movie didn't explain why he was so sick or so shit. They could have added the kidnapping scene and that would have been at least another 30 minutes of excitement and Mace Windu... Would that really have been too much to ask?


Or Eggplant Wizard. lol
