Shouldnt the expression be x*(1*10^n)/10??

Where x is a digit Eg: 4
Where n is 1*10 to the power of n is the number of "zeros" Eg: 1*10^5= 1,000,000
And the divide 10 is for the rules set by OP

So the original expression for the original money would be:

x*(1*10^n)
4*(1*10^5) = 4,000,000

And then the bounty would be:

x*(1*10^n)/10
4*(1*10^5)/10 = 400,000

Sorry, just that bothered me.
Or you could do it like:
Original money = x
Bounty = x/10
No need to start using exponents.

As for the questions, it would depend.
If the bounty can only be cashed as long as I'm alive, then a million or two Euro would be nice.
If it would be more like "I want him dead or alive", then I'd prefer to have nothing to do with these shady businesses.

Well, you can, you know, change it
I think you missed the point of run out. Here I'll help, even after 'changing it,' eventually there will be no more material with which to make the paper thread out of.
