First of all, anyone being arrested has the right to know what they're being charged for. It's illegal to withhold that information. I learned THAT much from 8th grade Civics.
Apart from that. Sure this guy seems batshit insane but the police have no right to hold him to the ground and then taser him when they didn't even tell him why he's being arrested.

He was resisting arrest. In that situation the safest way to subdue him would be to use the taser. Using a taser is generally a much safer option for detaining beligerent people.
