It is a new controller, we've tried replacing the batteries, you can use it to turn the console on, and wired controllers work. I googled it and noticed this was a common problem but never found a usable solution. How can we fix this?

Sometimes I find that it can take a gorram long time, but with many tries of pressing the sync button on the xbox and the controller it does eventually take.
Or if not, just get the play and charge kit so that you have a cable for it to use.

Does that come with the Xbox 360?

If its not syncing at all and has never synced just take it back and exchange it.
Seconded.

Or, you could just hold down both sync buttons for as... long... as... it... takes.

Good luck!

No, its about £15, which if you play the console quite a bit is worth it as you save loads on batteries.
