This was my problem with it.

Any schmuck who preorders at gamestop gets the same thing without having to have X number of people preorder first.

I personally put off my preorder until others had preordered enough to hit tier one.

If no one had, I was just going to go to Gamestop a week before release and preorder it there, that way I would know I would get the customization goodies without being fucked with.
Actually, they've already confirmed that Steam pre-orders get the Tier 1 stuff whether we reach tier 1 or not. Not that it matters, since Tier 1 was passed like 2 days into release, but still...

Have you guys seen the latest gameplay video ? With aliens coming out of the corpses of the xcom soldiers ?

That's the Special Edition, not the standard preorder (the Elite Soldier edition). With standard you get the same stuff as Steam Level One preorder.

Preloading and playing before your hard copy comes is a bonus also.

The tier one bonus is provided regardless, the steam display is just misleading as it is. That particular bonus is available at all/most retailers when you pre-order, they're not going to actually go and remove it for Steam if it doesn't sell enough.

Eh I'm kind of indifferent. I just recently bought the xcom bundle on Steam during the Summer Sale and it was really fun. I'm not happy with the direction the new game is taking, but I haven't been with the series long enough to be bothered. You only get one base, smaller forces, classes, and the movement and action system just doesn't look as fun to me.

As for the tactic I'm also kind of indifferent. I think its an attempt to get people to buy it outside a Steam Sale. It just seems odd to me. It encourages people to preorder late to see how far along the thing has gotten. Still it has its benefits though.

I must admit, having played both the XCom and UFO series', I far prefer having only one base and smaller forces etc.

I found that, especially towards late mid-game the whole series just starts to get bogged down. I've finished very few of the games (even though I've played the starting 2/3s several times each!) simply because you reach a point where you're having to do so many missions between progression points, so much micro-management of nuisance stuff, and the missions get very same-y once you have better gear, that the whole thing is just tedious.

I'm hoping that the changes they're making with this edition will resolve some of those problems.

Honestly, I don't see this as a major problem. It COULD be if certain publishers take it in the wrong direction or set goals WAY too high (like the whole Dead Space 3 thing, the 3 million sales needed), but that's different to this preorder situation.
There will always be a set amount of people who will preorder, so that inital reward will almost always be a given. Strange how people are saying they're holding the other content "hostage" though; that would imply that it's something you already had that they're with-holding. That first group of content (if the percentage was reasonable) is the same as any other preorder, little bit of something that makes the game feel special without adding massive content.
TF2 bonuses... let's not go there.
A *free* copy of Civ5 is not being held "hostage" because at no point did they say "With every preorder you will recieve THIS". It's a way to entice those who wouldn't have normally preordered to seriously consider doing it. In this form, I don't see this as "evil" or "slimy salesman", it's smart marketting.
