Tutorials and Notepad. That's how I learned it and dammit, if it's good enough for me, it's good enough for you punk kids.
Seriously though, don't start with Dreamweaver, Frontpage (shudder) or something like that. Dreamweaver is an excellent tool if you know what you're doing, but you're probably not going to learn much from it. Always learn to code first, then you can start using tools that lets you take shortcuts. If you dont understand the code, a program is not going to help you find the errors in it or creative workarounds.
