However, shooting World Hunger will make World War more powerful and vice versa, shooting yourself does not.

I would keep both under control using the threat of the Magical Bullet. It's a deterrent, not a weapon!

I'm going to sound evil but the only way happiness can be achieved in this world is though sacrificing the earthly bodies of many animals and humans. Animals must be killed for food and humans must be killed in war for both our safety and to lessen our numbers.

But in fairness, I'd let World War eat some lead. We can always grow more food with the space we aren't using for military bases. We can't as easily grow more humans.

World War. Because world hunger is a problem of distribution and delivery, not of actual amount of food. Also, providing free food for the hungry generally makes them dependent. That's why certain areas of Africa are in nearly constant hunger - because the world community will come and give us food, we don't need to work.
