Ok... time to get in touch with my inner economist AND evil heartless ruler...
Texas might be easy to make fun of, and I do wish textbooks that will go around the country were published somewhere else, but they do have a lot of natural resources, and they are the only "Red State" that gives more in federal taxes than they take. (outdated data, maybe one or two more do now.)
California creates more than enough methods to create revenue. It'd be a bit easier just to get rid of certain bits, but this is an all-or-nothing affair.
I'd say Mississippi. One would be hard-pressed to think of what they give that's worth anything, and they are one of the biggest financial burdens in the country, being one of only two states (once again, outdated data, that number may have increased) that takes more than $2 in federal aid for every dollar in taxes they pay.
Now for an impractical choice?
Florida. No real reason. Just for shits and giggles.
