It's the boss of The Grey Gentlemen from the movie Momo (based on the book of the same name).
He's the head of the time-saving bank or whatever it's called in English. Quite the evil guy, a parasite on today's society, but I always thought he was cool.
I added "got time?" in reference to those "got milk?" ads, since The Grey Gentlemen feed on human beings' time.

Ah, but that is where you're wrong. EA recently announced that the Red Alert and Tiberium universes are completely seperate.

Hate to jump in here, but the tiberium series takes place after the original Red Alert game. During the soviet campaign Kane even makes several appearances.

But Red alert 2 and 3 are in an alternative timeline and therefore seperate.

because I was going to make a poster to put in my workplace and punch anybody who tried to take it down. then I decided I should maybe keep my job instead.
