Yes, you can leave reproductive tract intact if you are going from female to male but with greatly increased risk of complications. Comparing an increase of bullying and the increased probability of violence they'll face to the fact that more than half of transgender people under the age of twenty have attempted suicide, the math sways me to allow their transition after being cleared.
