With him, things get... organised, the Machiavellian way. He might need Commander Vimes and Captain Carrot as 2nd and 3rd man to make people fear what might happen if he was excluded from the picture. Vimes will be "the incurruptable Law" and if it really gets out of hand, Carrot will be the good king - the worst terror anyone can imagine, so it will work with Vetinary.
