Superman wouldn't be pushed into doing anything by the lobbyists. We'd have a incorruptible Leadership. Better then Kohl, Schröder, Merkel and all their Numbnuts.
..Dude, you haven't read many of those Otherworld-stories, have you?

The first president from 24. David Palmer, I believe his name was. AKA the greatest president that never existed.

Professor Xavier. Not only would he rule gently, but if need be he could force anyone to sign any treaty.

Alternate Universe (good) Lex Luthor from Superman: Red Son.

Lutor runs, and wins his campaign for presidency- succeeding a President Friedman, whose misrule resulted in food riots and tanks on New York's First Avenue. Using his scientific expertise, massive economic capital and dictatorial powers, he returns prosperity to his country; overcoming the secession and disorder that had sundered the United States fifteen years beforehand in under 2 months.

With Superman's sacrifice and apparent death, Luthor integrated many of Superman and Brainiac's ideas into the new philosophy of "Luthorism" and formed a "Global United States". This became the defining moment for mankind's future as it enters an unprecedented age of peace and stability. A benevolent world government was formed and maintained, and Luthor presided over a string of scientific achievements, including the cure of all known disease, raising the average lifespan to 1500 years old and colonization of the solar system. Due to these scientific breakthroughs, Lex Luthor lived for over two thousand years.

I'd say Link, but then we might have to drink more milk, and I hate it.

Plus we'd all have to get our own nagging fairies, and I don't need another person up my ass.

Colonel Commissar Ibram Gaunt of course!

It takes a military man to run a government with efficiency and (general) equality. And as a political officer he knows the tricks and how politicians think.
The way he handled Vervunhive was a great example!
Also, he is not afraid to get things done by himself!

Hrm...well...running through my list of favorite fictional characters....one's likely to chase cars...one's mute and speaks by crowbarring things...one has no name or gender officially recorded...one got shot in the head...one is mute and shoots portals everywhere...one tried t o kill me with a deadly neurotoxin...

I think I'd install GlaDOS. Sure she may flood the white house with a deadly neurotoxin but she won't try to screw us over like the existing 'tards do.

Actually, with the recent revelation that Chell is likely silent by choice, and can talk... someone who can survive Aperture would probably make a decent president.
