My favorite was a gunslinger dual-wielding gauss pistols. With Fast Shot, Bonus Rate of Fire, 10 AGI and 2xAction Boy I fired six times each round, with Sniper and 9 Luck 90% were crits. That dude slaughtered anything in his path. Good karma.
Out of 6 characters, my only kooky one is Rachel The Explorer, who has teddy bear drug and sex orgies set up around her house.

a good guy with stealth suit (when needed a Custom outcast power armour) with shock sword, large number of snipers (mainly reservist rifle), heavy weapons (the plasma launcher, etc...), and a tri-beam laser

If I actually met someone like that in D.C., it would be kind of epic. It would be even more epic if it was a random ghoul that was hitting me up for snack cakes.
For the older games, I always make the same character. I tend to mix it up a lot in Fallout 3 though.
My character in the older games is Sergei. He's a 27 year old Caucasian male skilled in Small Guns, Energy Weapons and Lockpicking. His karma is usually neutral.

stealthy, small arms, lots of repair, good karma... mostly.
I have a habit of robbing those traveling merchants blind, but I'm nice about it.
later on I got into unarmed combat to make better use deathclaw gloves. A weapon that ignores armor and lets me sneak up and 1 shot those guys in enclave power-armor is just too cool.

Usually my characters end up being something I dream up begining (personality, skills, clothing peferences) and try to play them out the best I can.
Latest character is a martial arts expert who loves a fight: high Agi/End using a Deathclaw Gauntlet and light armor (Leather and Raider stuff)
Also it's horrably funny to watch her PUNCH someone's head clean off with her bare hands

I'm a Mexican guy with a bushy goatee. I repair my hunting rifle constantly, and as long as I have enough ammo, I will be happy. I'm on a quest to rid DC of Behemoths, and have only found two. I shall not use guides, the exploration is fun.
