I'm tempted to say Mega Shark Vs. Giant Octopus, but that went past the "so bad it's good territory", swiftly falling into the "so bad that it's not even funny" category.
I am proud to say that I've watched that movie four times.
It wins for me. I especially like how they hinted at a sequel.

I don't quite remember the name of it, but it had something to do with killer alien clowns that covered people with cotton candy that liquefied them. Saw it on Chiller once at like 6 a.m.
But under the category that seems to also be here, a movie that was unintentionally funny because I watched it with a friend was The Strangers. Movies like that can be made into some of the funniest stuff you've ever seen when you point out some of the more obvious flaws.
That'd be "Killer Clowns From Outer Space." A classic.

OP: Iron Monkey with the god awful english dubbing.... made it some much funnier.

Cradle 2 the Grave.....a movie starring DMX....because we all know rappers can act. But yea, just a fun watch as long as you don't think about it.
Bleh. I hate this "rappers suxxorz" crap when people can't even get their facts straight. I mean, common knowledge dude. Marlon Brando started his career in rap, just like Dustin Hoffman.
obvious troll is obvious

Definitely Plan 9 From Outer Space, with Kung Pow! in close second.
"But one thing's sure. Inspector Clay is dead, murdered, and somebody's responsible."

Plan 9 is a treasure trove of retarded quotes.

Glen or Glenda is about 100x better than P9.

Just his reasoning against those who think 'god made this a certain way' is epic win. Not to mention using stereotypes to pull it off.

(Redneck chewing straw) "Auty-mobiles? They scare the hosses. If the creator wanted us to roll 'roun the countryside he'd given us wheels."

(Obvious voiceover being obvious) "How silly. He didn't give us wheels. He didn't give us wings. But we all function better because of these inventions."

Mind you it's a film about accepting cross-dressers so he likens cross-dressing with the invention of the car and the aircraft.

Black Sheep.

If you haven't heard of it you should go to youtube and find the trailer. It's literally a movie about genetically altered sheep that begin attacking people and turning them into zombie sheep-human hybrids. It made for a laugh filled night.
This.

I found it at Hollywood Video one late night. We decided to rent it and we had a fucking blast watching it. I definitely recommend everyone check this one out.

I love to say that 'Big Trouble in Little China' is the best bad movie out there, but it might not count because it had a big budget, a famous director (John Carpenter), and famous actors (Kurt Russell, James Hong, The uncle from 3 Ninjas, Miranda from Sex and the City).

Otherwise I'll choose either 'Monster Man', 'Weirdsville', or 'How to Rob a Bank'. The Thai movie 'Born to Fight' deserves consideration as well.

I think "The Spirit" was pretty shitty.... didn't quite pass back into the 'good' side of the spectrum though.

Not counting anything riffed by MST3K or Ed Wood:

Dragonball: The Magic Begins

My friend and I considered it a meaningful lifetime accomplishment that we got through the whole thing. We did have a good laugh about it, still do. So that's the good side.

Toss-up between Starship Troopers and Super Mario Bros. But only in a technical sense because I am weird and actually find them to be good movies. XD

Oh HELL yes. I never thought I'd ever hear or read about anyone bringing this up, but goddamn is this movie funny.

OT, I'd have to say either the very first Evil Dead movie, because goddamn that has some funny moments, or a wonderful little turd called Automaton Transfusion, because of the terrible acting, worse story, and ONE unintentionally hilarious scene. ONE scene done in such bad taste and executed so badly that it's actually enough to carry the rest of the movie:
A zombie walks into a party, falcon punches a pregnant lady and eats the fetus after ripping it right out of her womb!!
