i think the episode is home makes a friend, in it homie gets arrested and has to do community service and he becomes wiggum's buddy by sharing his pough-boy. well before it all goes bad, wiggum is telling homer about a group a children he sponsors in another country by buying the special made SUPER LARGE underwear they make. well they send him post cards and what not and they called officer wiggum "daddy-round-round"!!

Bart: After trying four times to explain to Homer, I explained it to mom and we were on our way!
(it shows Bart acting out with puppets, and a big clipboard like one you'd use to play pictionary.
