I'm not really sure if ths is underrated or not but I'm a big fan of Dark Cloud.

Shadow of the Horned Rat.

To this day, it is the best RTT game I have EVER played. No other PC game has left me with such a feeling of satisfaction after beating it.

Also, no other game features a lone 4 foot tall rat with a flail, who leaps into a crowd of 50 of your units, and KILLS THEM ALL! And these are normal enemies!

Also, Cannons. They can shoot your enemies! Or can misfire and kill your hero group. Or just explode. Or do the last two at the same time.
