Captain Sam Starfall, from the comic "Freefall".

Sam is a thoroughly corrupt and spectacularily incompetent starship captain who considers it a matter of honor to steal anything that isn't nailed down or locked up too well, swindle anyone he can and generally be the biggest possible pain in everybody's ass.

He is also a spineless coward, and proud of it. ("When in trouble, when in doubt, Run in circles, scream and shout!")

AND you can't help cheering for him.

It's a toss-up between two characters from two different webcomics for me: Jigsaw Forte from "Last Res0rt" (love me some reluctant vampire stuff) and Grace Scuridae from "El Goonish Shive" (such a great deal of character development, moreso than almost any character save Susan).
