Rapture, because of the way you piece what happened together through recordings and it actually looks like it was once a city that has decayed. Oh and it's under water what's not to love, besides the big daddys, turrets and genetically modified horrors all out to kill you

Skingrad. I really like that place, and when I get bored I could just go visit Kvatch down the road for a really great time. Kvatch has great entertainment and an amazing nightlife, shame the reception is a bit hostile.

Kakariko village. In any format from any of the games. The music is so nostalgic =D I'm aware it's not a city btw.

Rapture from Bioshock, the environment is just beautiful with all the art deco stuff. The City from the Thief series is also good, steampunk sentries and the terrible police system aside.

Pacific city from Crackdown is one of favorites.

Standing on top of a tall building and looking around into the distance is just plain awesome.

Windfall Island, from The Windwaker. It's just fun being there.

Seconded. But one thing I've always wanted in Zelda is that you should be able to hurt normal people, so they will go mad, and the entire population will come to chop you up and have you for lunch at a lovely dinner party.

I much prefered Outset island, it was so quaint =D

Anyway id go for something really original how about, Lava Falls from Roadkill, a true GTA Car-Nage (see what i did there? =]) game. Maybe Jacinto from GOW2, i love the Gothic Architecture etc, Rapture gets a vote as well, its just to damn original its awesome.
