Seymour (FFX) was probably the one I loved to hate the most.
Saren (Mass Effect) was pretty cool too.
Every single bad guy from Deus Ex really made me want to kill them...so kudos there.

Most overrated villain? Sephiroth. Seriously...he's an emo metrosexual with mommy issues. Everyone loves him because he has the 10-foot nodachi and the long white hair. Oh wait...no, everyone loves him only because of One-Winged Angel. Seriously guys.

I'm glad that not everyone thinks Sephiroth is "teh gr8test EVAR!!!". You never really even fight him in FF VII, just his super forms. Then you automatically Omni-slash him to death. What's the fun in that? Plus, he doesn't really do much besides decide to destroy the planet. He has little personality or anything interesting about him.

I really liked Jacob Crow in Timesplitters: Future Perfect.

Umm... hate to disappoint you, but the Joker is not dead, only the actor portraying him died. The studios will end replacing Heath Ledger with someone else.

As such you should have put The Joker as played by Heath Ledger.

Imo, as dark as Ledger's performance was, he wasn't as homicidal as the Joker in many of the comics.

The joker from the dark knight has to be my favourite villian he's awesome if anything i have seen that movie only 2 times and the joker was the greatest. its a shame that heath ledger died young.

Nah man, Rorshach was one of the heroes, he only killed people who commited sick and violent crimes beleiving that to be the only true justice. I mean yeah he's probably punch you out for looking at him funny but the dude would never kill innocent people. Or at least we never see him do.
He and Nite Owl were the whole 'good cop bad cop' thing, Rorschach was just the 'bad cop' but he was still a 'cop' nonetheless. Just less friendly. I honestly thought he was awesome. I've said it before... Rorschach is so cool that if he were a real person and we put him next to the melting ice caps they would start refreezing instantly and everyone would be complaining about an ice age.

Now the Comedian, there's your villain. Ireedemably evil. Because he actually killed innocents.

Romeo Guildenstern from Vagrant Story. At the beginning of the game you honestly think that Sydney is the villain, but about 2/3rds of the way through it slowly becomes clear that Guildenstern is the real concern, and by the end of the game you really hate the guy.
