I would create and run a nation based on some of the policies from ancient rome. I would also put the Starship Troopers structure to good use. (which was based off of Rome and greek structures)
The government would not be passed on to a royal Heir based on blood line, but would be chosen from a class of students raised and tutored by the current leader.
And that leader would be a ghost, who ruled over the other kids in the class that would inherit the smaller "states".
The only citizens that could vote would be the ones willing to sacrifice and serve their country.
I would allow for a Senate of the people, but the final choice rested upon the individual leaders, and the emperor. I would try to build a country that loved their individual leaders, while respecting the overall leader.
I would stress human rights, but would not be afraid to use military force to crush uprisings.
My country would train for war, try to learn the best tactics as well as the ability to improvise, but would try to be as neutral as possible. Any attacks on my people would be met by swift military action. I would not try to occupy the enemies land, but crush the life from them in one quick swoop. Other nations would either respect my neutrality, or fear my strength.
State leaders would be raised together and taught together, and i would try to promote the best relationships between the leaders.

Down in New Orleans the government promised to rebuild. People would clean the streets and get paid to do so, just as people who own dumps and pick up trash. However you would get the option on if you want these services at your place. Public schools would be replaced by vouchers, so schools that actually suck hard would fail and schools that actually teach would gain profits.

I'd probably go like Iran, with a 'president' but with me the real ruler, cept I would not make it crap like Iran.
Equal Rights for all, cept idiots (not in terms of booksmarts, but logicsmarts) but they would be banished anyways. I would basically have alot of the base ideals that America was founded on, but make sure they are actually upheld. And I would keep Japan a good ally...cause I like their clothes and tech >.>

Well given that power, I can't honestly say I would start a pure democracy. I have noticed that most people in the world are idiots, so my country would get messed up pretty quickly. I might actually be a dictator, but I think that I would be righteous to my people. On the other hand, that's what all dictators say...
