Similar thing happened to me, except I didn't buy them they were bullfrog tadpoles, and I found them in a man made minilake in an apartment complex. I had those tadpoles for 2 years, NOT ONE SHOWED SIGNS OF GROWING LEGS. They remained only slightly bigger than when I first caught them all that time. Then I noticed, I didn't exactly have any land for them to get on once they became frogs, It was water filled to the top, over a foot deep. I think the tadpoles never grew because of this. It must be a survival mechanism of some sort.quantum mechanic said:I had two tadpoles, which in itself is not unusual.
