Really simple program, you can put all your desktop shortcuts and any other shortcuts you want onto it.
You can change the size of it and the design and wether windows minimize to it instead of the start bar (very handy IMHO). Google it and it should be one of the first links

Do you have Paint or something similar?

Press Print screen, open said program (I shall use paint as a demonstration), look for a Paste function, click the paste button, save, and upload to Photobucket.
