Well, can't speak for the guy you're quoting, but after staring at those for a while I have now confirmed that they look about the same to me.
I didn't even read the text on the page and I could immediately spot the picture on the right moving much smoother than the one on the left. The difference is like night and day. You can see it in the fire as well, the 30 FPS looks a lot choppier.
Not so much night and day as 6:00pm and 6:05pm. If it didn't say which was which I don't even think I'd be able to tell. And even when I can see a difference, it's not some indisputable perception of 'better', just different, having the same sort of impact on me as a slight tweak to the brightness level or something.
Perhaps if someone is watching a video passively without interacting with it in some way,it might be hard to understand the difference between 30 and 60fps, especially if someone doesn't tell you exactly what to look for.
But if you where playing a game, and there was some kind of a switch between 30 and 60 fps,and another person changed the setting as you played, believe me the difference would make a considerable impact.
Thing is not only the motion of moving objects appears smoother and closer to reality, but frame rate also affects how fast the game responds to your input. And that not only means that you can say the difference if you are playing a game that needs fast movements like an FPS,but also it can affect your performance as a player and 60fps can give you an advantage over another player who plays with 30fps. 60fps means that the game responds to your input more instantly and fluidly than 30fps,and that can mean the difference between getting a kill and getting killed in an fast action paced FPS,as the man who aims accurately first is the one who lives.
