I wouldn't call it necessary, but I would definitely recommend playing 999: 9 Hours, 9 Persons, 9 Doors, first. And by DS, do you actually mean 3DS? Because Zero Escape: Virtue's Last Reward is a 3DS title, not a DS title. Anyhow, I don't think it would matter much, which version you get. Personally, I'd get the 3DS version, if only for consistency's sake.

Play 999 first. You could play it by itself, but it's much better if you play 999 first.

Second, get the Vita version. The 3DS has a bug that at best will crash your game or at worst delete your save data, while the Vita doesn't have that issue.

Definitely play 999 first. I played 999 on a 3DSXL and VLR on a vita, and had no problems switching to the latter. I should warn you though, everything after 999 just feels like crap (kind of joking, but kind of not).

I got the Vita version myself, and someone gave me the 3Ds version. The Vita version doesn't appear to have the level of game-destroying bugs, and is very nice on its single large screen.

The 3DS version gave me a splitting headache before deleting my data. Twice.

If you already own both machines, the Vita version is far less hassle.
