It's not entirely outside the realms of feasibility; need I remind anyone of the Watchdogs debacle where a bunch of fully implemented graphical effects from the E3 demo were deliberately disabled on the PC version but were found and reactivated by modders, and how doing so actually IMPROVED performance despite making things look better.
Treyarch has a pretty good track record as far as their PC versions go, so it's odd that this one runs poorly despite basically being the same engine and systems as the previous one.
