In regard to the scene in "Dredd", Judge Dredd is not staring at the flag. If you watch at 1:19 he turns around to watch Anderson. On topic though, I would say the entirety of "The Wickerman" remake with Nicolas Cage. Probably an obvious one but it's just so awful.
