Katawa Shoujo is the most emotional game that I've played. I can't say anything about Dear Esther right now though since I'm too poor to buy it.
If I hadn't played Syberia, Katawa Shoujo would be my pick as well. Thankfully, I'm blessed to have seen the ultimate medium wherein character development takes place, which is both Syberia and Syberia II. They are king of emotion across all media.

Freaking ninjas!

Syberia sweeps it. I mean, it's opening cinematic is funeral procession that makes you feel depressed, even though you don't know who's funeral it is!

Plus, the escape sequence in the Russian mining station made me feel a genuine panic for the first time in years (from a game). Combine with the phone conversations throughout and a few really unforgettable characters, and these games are absolute gems!

And if all else fails...

"Hey babe! Whaccha doin' tonight? Love those big round - eyes!"

I'd say probably the .hack series. I guess it was the stuff where you have to go out of the game to your desktop or something to read e-mails from the characters and it had its own fake forums section. It helped pass the time before I got internet.

As for just the most emotional moment ... First tigrex kill in MHFU.

I have three games that come to mind, each giving me a different response.

Fear - Amnesia: The Dark Descent - Obvious Reasons.

Anger - Amnesia: Justine - I go about saving all the suitors, thinking I'm atoning for my wrongs...
... but then she leaves them to die.

Sadness - Medal of Honor (2011) - In the end of the campaign, where...
... Rabbit bleeds out waiting for a helicopter from the airfield that you had to capture in the second (or third) mission

I haven't played many games that have made me sad really.

FFVII for me. I knew that Aerith was going to die, I only started playing it a couple of months ago for the first time (Hey, I was 3 when it first came out. And I couldn't find it for a wee while until I found there was a PC version in existence) But it still destroyed me. Annoyingly, for the Jenova battle afterwards, I didn't set my party up well enough so I had to watch it... again...

Katawa Shoujo and A Drug that makes you Dream are the biggest for me, with Syphonic rain being runner up other than that all other game's or VN had part's that brought up Feel's but nothing that did to the degree of these games.

A Drug that makes you Dream definatly. Could barely finish the path (and havnt gone back to try the other 2). Im not good at dealign with strong emotions >.> It screwed me up for a bit lol.
A Drug that makes you Dream is Great but I only managed to get emotionally invested in one path / one girl (the bullied one). and the rest of them just weren't my thing .
Yeah the bullied girl is definitely the best, but the other 2 were really good also, just where overshadowed by that white haired beauty. I really liked the student councils ending as well.

Heavy Rain

Seriously. None of these games compare. Considering that it was essentially a movie, but hey, it works.

Metal Gear Solid 3. They make Snake a much more emotional character and it just worked. The ending is still one of the best for sure.

Tales of Syomphonia. probably one of the most underrated games of all time. It's rare, old, and expensive. But it is worth it. Ive played it many times. I get emotional every time.

Heavy Rain obviously! More polygons equals more Emotion! Also, this thread didn't need to be resurrected, but it did allow me to make a joke.

I know it's a necro-thread but I can't help it.

Clearly the most emotional game is Crysis 3, it clearly has the most polygons. And as our great and wise leader David Cage dictates: Polygons are Emotions.

Obligatory Walking Dead recommendation. It knew how to make me care.

It knew how to make me hurt.

Liked the build-up, but grimaced a bit upon figuring out the title.

Well, Metal Gear soli- Ah damnit, someone beat me to it!

In that case I'm gonna have to go with the obligatory mention of a game nobody has even bought up yet: NIER!

Seriously, the game is damned good and I'm surprised nobody bought it up.

Mine would be Persona 4.

My god, my emotions were all over the place, and at one certain point it was like a emotional gut punch.

But holy shit was it good.

Also the required MGS3.

That ending......
