I'd use a giant fan that would blow a very large cloud of powdered glass to the enemy, provided the natural wind conditions met my requirements. The army would end up breathing in the cloud at first with no problems, then they would rub their eyes and blink, but it only makes things worse. Plus, the powdered glass would wreak havoc on the windpipe and lungs, making those bleed.
