The first question's answer is likely no . . . they're not racist. To do it for the reason of racism it would have to be an open strike against Japan, if anything the most explicit thing they can say about that with the rice balls is they just don't like riceballs . . . if they wanted to make a racist dig at japanese culture they could EASILY edit the shows in much more racist ways then that. For instance making any figures in authority seem like complete idiots no more intelligent then the children they're looming over. Making the villains of the stories always be children of equal or younger age then the protagonists, making obvious sexualization be put into place on the clearly pre-pubesant characters only to have them act like that's the norm where they come from. From the Banned pokemon episode(The beach one), removing the original music(Winx club and all)
to the One piece toy guns(the navy loves using toy guns right?), 4kids have done piss poor editing jobs.
But there is only one thing that bothers me the most. Removing the Japanese culture in the shows. Like the rice balls. I still don't get why they replaced rice balls with sandwiches. This to me is like an act of racism but I could be mistaken. Last thing that also annoys me about them is that making villains into...not villains. I mean... Check out the last video.

I think it's the latter of what you said there... as for the second, anything that's ended up on 4Kids makes me angry . . . for the longest time I thought it was actually a BAD thing to like anime because of seeing those networks do such a job on them. Then someone let me borrow an admittedly slim collection of an anime called "Gundam Wing" that's when it all turned around for me and I saw the travesty 4Kids was committing before my eyes.
And really, a lot of the anime they censor so heavily is actually made FOR CHILDREN in japan, it comes down to them assuming children in america are too sheltered to be able to COPE with the things they would see in these shows. That's why things like Pokemon seem so very abysmall and soul crushing when watched on American TV, because if you decide to watch the REAL version (pirated or otherwise) you'll notice while reading the subs all the way through and watching it without rice balls turned into sandwhiches that really . . . Pokemon is just as immature in JAPAN as it is in america, only less insultingly so.
The point I'm trying so very labouriously to make is that even if they aren't racist, they're still going about it the wrong way. They're doing the same thing the critics of movies like "Where the Wild Things Are" and any T rated game make. They assume children are simply half formed adults and that they will see the world exactly the same way as adults.
That doesn't happen as Moviebob and a metric ASS TON of psychologists, sociologists and other doctors have repeatedly told us before. Children have a different view of the world and different wiring. They don't see the same thing we do in a picture. That's why they react so different to things we see as commonplace or strange. They have an easier time understanding why a military of 50K+ soldiers would rely on a single dude with giant arms or the power to stretch himself out. Adults bog their head down with the question of what good it does to rely on one man while a child goes "oh, well he's got those giant arms and things break when he hits them, ok that's cool"
