That wouldn't really work. Imagine your playing honestly and someone spawns, you try to shoot them then they just kill you. I've been playing honestly and had someone spawn in front of me I killed them of course but it would've been unfair to just have him turn around and shoot me.
Maps were more polarized in that game though; there was your side and the enemy side, so you knew when you were in potential spawn areas. Also, there was more of a stealth component to that game (it was metal gear after all) so
sometimes you could sort of spawn camp by wall hugging and waiting for people to run past, hiding underneath something or however you preferred to stealth. The maps were very well designed to encourage hiding

The online community for that game sort of died a long while ago and its hard to fill a game these days.... so sad D :
