This is what should happen. Parents of the boy should have to pay a large fine to the parents of the victim. The boy should be in therapy for a while then. Finally, give him the worst punishment of all: Explain to him, once hes around 13, what he has done. The horror that he likely traumitized this girl is the worst punishment he can have, without doing the "Eye for an Eye" option of torturing him physically.

I would say the kid needs educating, He's brought the inevitable punishment on himself that he is now possible the worlds youngest rapist. Once he realised what he's done he's going to live with the shame, guilt and that title for the rest of his days.
