You have her kill phrase and meet her leaving UNATCO Headquarters. I know that the conversation options change depending on what you did up to this point, but the best one, in my opinion, is where you and her have a very frank, civil discussion. Both of you know that you're going to have to fight and I think Navarre knows she is going to lose. And so she lays out her whole philosophy. How freedom is an illusion, how she grew up in the flatlands of eastern Europe and misses being naive in her old home, but now she's aware of how the world works and she can't go back. She knows she's a slave to the system now, but better to reign in hell. You almost get the sense that you could turn her to your side, if the situation were a bit different, but she's adamant that she'd rather be on the inside than risk everything. So you respond with kill phrase "I hope you return to your old home, Flatlander Woman." And, unlike other times where she responds angrily, this time she says the classic "How did you know?" with a resigned sense of relief. Then she collapses.
