If that is how you want to percieve it that is fine. Especially since you are applying the similar logic to bash Activision. Personally to me they are companies. And companies do what it takes to make money. But of course Valve would never want to make a franchise like COD out of something like L4D right? Yes, Activision are dick heads, but they do have a good business head on their shoulder. Whether people think it's "ethical" or not.
Look at how Valve have advanced in 7/8 years by being good (both morally and in terms of quality).
EA's turn-around in the last few years has also meant they've secured a lot of today's biggest titles, through distribution (EA Partner) or serving as a direct publisher.
If they only had Call of Duty (and let's face it, ignoring Blizzard, that's what's happening right now), best selling game or not, Activision would not be in a particularly comfortable place. As luck for them would have it, they have WoW.
And yes, nothing apart from Portal 2 in a month or two. Bear in mind this is an independent dev studio of 250 people, not a publisher which eats up a bunch of dev studios at once.
And no, apart from controlling the largest share of the games downloads market, having HL2 the highest rated PC game on Metacritic, having HL2 (not including the Orange Box or digital downloads) sell 12 million copies, Valve haven't achieved anything at all.

What you're saying then, is that if Valve don't release a title, it's free marketing (nevermind the praise they've gotten for everything else), which makes them dicks, and if they do release something, they're money whores?
