Interesting, and though I obviously don't know any details to the story, I think they have incorrectly portrayed Adrian Shepherd.
Shepherd was part of the team set to kill Freeman. He was detained by the G-Man, so he could keep the corperal as a secret ace in the hole. What would work well was if the G-Man released Shepherd, on the condition that he tracks down and kills Freeman (who has gone missing, and due to the vortigants, safe from G-Man's psychic control).
Shepherd is put in an awkward position in which he is neither allied with the resistance nor the combine. He is not a priority target for the combine, but he is also mistrusted and a threat to the resistance. Shepherd is basically racing across the country, following his target's trail of destruction and trying to catch him up.
And what's with the characterisation? Shepherd should be in his old army fatigues, and quiet as hell.
