This basically implies that she did not have any money to buy said ticket, and wasn't exactly heading over to the ATM. "Looking for money" in this context meaning either panhandling or scrounging. Neither of which are things you want going on in any public place for obvious reasons.

I think it may have meant that she was not holding onto the hand rail because she was using both hands to look for money for the metro in her belongings(handbag, coat, etc.)

Don't bash Canada. At least they respect Gun Rights to a decent degree there, in addition to having to low crime. Every country has it's stupid aspects. America's shitty medical system for the poor and shitty education system make me feel like screaming sometimes.

Thank god they got that evil wench off the streets. Seriously why aren't they stopping real crimes? You know drug smuggling, murder,theft,skateboarding its like they think a superhero is going to swoop down and stop all the real bad stuff while they hang out at the mall staking out at escalators.

I think with today's society, witht he advent of cell phone cameras and the like, we are innundated with more knowledge of what's been pretty much standard practice for years before we had that technology. People are getting fed up with their tax dollars going to waste as well, especially in these trying economic times. These stories hit close to home for most people, in one way or another. In that sense, I don't think it has much to do with being "in", you just hear about things more often. Personally, I can't see how it's a bad thing, as the police in America don't have much oversight and are generally held unaccountable for their actions, or in most cases, "suspended with pay", which is a further waste of each citizen's money.

If you listen to the CTV report it says clearly

Because the police are there to serve YOU, not the other way around. The moment you start giving in to bullshit power trips like that is the moment your country will take one step closer to becoming a police state. You do something like hold on to a handrail for some asshole cop and the next time he orders someone to do something it will be more severe, until they start demanding people to just what you said, strip.
