Um. No. Ikaruga, as much of a classic as it may be, is now smack-dab in iOS release territory. It's reached the point where it *would* necessitate a Kickstarter or a Greenlight backing in order to be ported. It's not a question of whether or not the game is historically important to the medium - because it is - it's a case of whether or not the general public is ready and willing to shell out cash for a game they prospectively already own.
I know I do, having played the game's original Dreamcast release with a friend, and having purchased the XBLA edition as one of my first Xbox 360 store purchases. Considering, I really wouldn't want to shell out more cash for *another* port.
That's considering how otherwise, the alternative is this:
As good a game as it may be, I don't want Ikaruga to join the ranks of legacy titles that are systematically ported for every device ever conceived by mortal intelligences. Like, um, Myst.
OT: Dude you should chill out. Its been on greenlight for one day and if the developers do a good enough job of telling people its there and enough people vote for it you will be able to buy it on steam. If tomorrow a game is announced that I am really looking forward to I would not then accuse greenlight of being the worst thing ever. I would vote for it and do my part to spread the word.
