On a more serious note, one that I love was "First Bullet" "Second Bullet" "Final Bullet" chain attack from... I don't remember the series name, it was decent enough.

My experience is only with DBZ, basically, since I don't watch many action animes, but from DBZ, well...The Final Flash. Vegeta is my favorite character, and Final Flash is quite possibly the most over-the-top move in DBZ history.

It seems that the longer the attack takes to say, the more powerful it is.

My favourite would have to be from One piece, "Gomu Gomu no Jet Gigantes Pistol"

Giant fist moving at 1000+mph. Would be better if it was his gattling gun technique but tbh I think that might kill him.

EDIT: Also, "Kage Bunshin no Jutsu!" from Naruto. REAL Naruto, not the piece-of-crap English dub: Japanese audio and English subtitles. Where he doesn't say "Believe it!" ever 5 seconds. >.<

Yeah Byakuya is pretty badass.

S-cry-ed had at least 2 good handfulls of attacks that weren't to strong from one another (when DBZ is over 9000 X pie)Also bobobo-bobo-bobo has some pretty warped attacks that pretty much are weird & sumtimes copied versions of they're opponents attacks
