Humm, Tenjou Tenge is one of the more...fanservicey anime around. Still, I found the fight scenes quite enjoyable, though the series didn't really go anywhere and stopped after 20 or so episodes.
As for anime in general. I agree with those saying not to generalise it into one lumped group, i.e. Anime:Not Anime. It has it's genres as any other form of entertainment media.
Personally, I watched anime as a child as any other cartoon or tv show, I never really made it a separate distinction in my mind as anything other than 'this is here to entertain me'.
And it's only in later years that I became aware of the distinction, which was the small one: Anime comes from Japan.
And had cause to seek it out, and at first, being unsure of it I decided to purchase whatever look good to me. This was Fullmetal Alchemist. Hey, action, adventure, some comedy, this is cool ^^ Then, some more comedy? Not a genre I normally go for, so I pick up Azumanga Daioh, weird schoolgirl surreal funny show. Hey, I loved it
Now, Tejou Tenge, this was my first purchase outside my...safety area I guess, I was still unsure a teeny bit about anime, and this seemed to have all the hallmarks of what I'd read anime to be, violence, big boobs, panty shots etc. And, indeed it did, and then some. However, although I was initially a little put off, I found a pretty decent show in there, not the best, but not the overzealous porn yet not porn fest I was...well not expecting else I would not have bought it, but rather not what I had thought it to be I guess.
Damn, I think I had a point there somewhere *shrug* I'll find it later I guess.
