None of Mamoru Hosoda's movies do, and they're all beautifully animated. Probably because they didn't have to spend money shading the shapes and could spent more on actually making them move.
It's not even taken out of context. It's one of the first screenshots I see on Google. Is this better?

Character shades are pretty important for the typical anime style. Even anime TV shows have them, so it can't be that much more expensive. There's more to animated features than just movement. You don't watch much animation, do you? The moving stuff always looks less detailed than the non moving stuff. Know why? You only have to draw the non moving stuff once, but you have to draw the moving stuff 12 to 24 times every second.
You get the same kind of thing in Akira too. Complex colors and realistic shading on the background, flat colors and cell shading on the characters and moving bits, because the latter takes far less work, and therefore far less money, to do.

Everybody knows that about animation. Stop patronizing me. Akira and Spirited Away blend backgrounds and characters more convincingly. Both layers have shadows and tones.
Hosoda's backgrounds are a mess and his characters lack detail, from what I see. I kind of wanted to watch Summer Wars after seeing The Girl Who Leapt Through Time years ago, but that movie didn't hold up with repeated viewings, and when I watched the trailer for Summer Wars after seeing Akira again I was shocked by how poor it looked.
