I'd always thought that Izaya-Shizuo was just there for comic effect really, but I do agree that Celty getting her head back should have been a major plot point, but theres plenty in there that leaves the door open for at least another season.

Ouran and Fruits Basket. Ouran because there's so much more potential, but Fruits Basket in particular because it ended only 1/4 or 1/3 through the manga's storyline on one of the most utterly depressing parts.

I think there was way too little content in the series.. seriously 50'ish episodes... that's not enough for any anime.. I hope they make more.

^this, the anime ignored an entire story arc from the magna (after arachnophobia got destroyed).
Another one would be Baccano, it was based on a novel series, and it's 16 episodes only touched up on the first quarter of the series.
