It is impossible to simply sever a link with software. That would require every single link around the internet to have the same fundamental flaw built in - and the internet is a mish-mash of completely different systems...It would make more sense for them to physically sever them. But even then you can't simply stop the internet since there are so many interconnecting links between places...you could potentially slow down the transmission speeds to certain areas but you can't completely stop the internet - I'd still be able to each all of the locally hosted parts of the web.

tl;dr version: No.

OT: It's possible they mean to target commercial interests they don't like on the web, which may well cause some damage, but there's absolutely no benefit they would get from this that would outweigh losing the platform they operate on.
