If non-magic people were called Cara'sin it would make no sense. Why? Because the wizards speak English, not Thalassian! Muggle seems to be an almost slang or condensed word. The fact they non-magical humans are referred to as Muggles does not force you to accept anything other than it's one particular word for non-magic users.
