It's just the fact that in order to be manageable on console hardware (and many Pcs more that matter). They lessened the system requirements.

Where he was bitching (and yes, he was bitching):
There are only 3 graphics options, they have arcane names, and you don't get to mess with the details (such as ambient occlusion, etc).
Now, not being able to alter the details shouldn't actually concern a rig like his (he ran it at 200 fps on the hardcore setting), and frankly I expect that kind of thing to be available on launch .. but even if it's not, I expect some documentation somewhere about what each setting means (even greyed out options ingame?).
So his complaint there was about the user interface. NOT the engine.
(Well, he probably has a point with the lack of a DX11 option, but whatever)
On a menu that doesn't make any difference.
I suspect, went he started recording, he already had some preconceived notions that were reinforced by what he saw.
From what I saw, he was totally justified at being offended by the "aim assistance" option.
The graphics .. not so much.
