I would consider it between being a toy and being a form of art. Because books and TV are also art, as well as movies. As some have mentioned, they are also entertainment, which is what the rest listed before are.

The controllers and consoles themselves are toys. Cause that's what you interact with, the games themselves provide the structure of your interaction. Like kite = toy but kite flying is a game.
So CoD itself is a game but you are "playing with toys" when you play it.

They're entertaining media. Books, music and film also fit this category.

A toy is a physical object which when in the hands of a child puts imagination into the object and makes it into a different kind of entertianment.

Another shocking revelation would be to call them GAMES, like physical sports or a chess board they're games, contests of skill with the goal of victory in mind.

Without wishing to demean them, I'd say some games can be toys, such as Sim City, Minecraft, Garry's Mod, etc. They're a collection of, well, stuff, that you can mess around with. I'd suggest most games have a set of rules and and a path towards an ending, or at least to a rising challenge. In that respect, I'd suggest Sim City, GTA and other sandbox games are both toy and game, depending on how you enjoy them.

No, Monopoly is not a toy.

The difference between a game and a toy, is that toys are tangible objects that people play with, for whatever reason or another, and games are a set of rules which players bind themselves to help enjoy themselves.

You might say that the individual pieces of monopoly are toys, but often times we use the word "toy" to differentiate certain objects and models as things that are toys by themselves, rather than being a part of something.

Why do they have to be either? Why can't they just be games?

Like the guy said about books, films and tv, there are examples of all of these aimed at kids, just as there are for games.

No, because they are used for passive viewing. You dont even call kids tv a toy because a toy is something that you play with.

of course games are toys, and like toys, they are also a form of art. ever heard of lego art? it's super awesome. anything you create with your imagination is art because in your eyes, your creation is beautiful

Technically, yes.

But so are Legos, and you see some AMAZING art work come out of Legos.

So it isn't a negative connotation.

After all, not all toys are made for children.
